  • Oracle Healthcare Industry Strategy Council – Nominated by Oracle to participate in this select group of CIOs responsible for reviewing, validating and shaping product strategies for the company's industry applications;
  • HealtheNet Board - Prior board member on a consortium of healthcare payers and hospitals with clear success in delivery of patient information to the healthcare community by leveraging shared infrastructure, technology and intellectual capital;

Giving back to the community 

BIA Consulting Services LLC is a woman owned business focusing on bringing realistic business value through technology based strategic plans.  Founder and President, Judy Feldman, brings a wealth of proven industry changes.  

As a healthcare Chief Information Officer (CIO) Judy Feldman enabled business change in a rapidly evolving industry.  a realistic visionary implementing solutions to achieve new business strategies with measurable return. She balanced risk and reward of engaging emerging technologies and partnerships against staying with industry leaders.  In this role, she led all information technology (IT) activities, including enterprise architecture, infrastructure, application development, re-engineering IT processes, production operations and support.  Based on the success of her company's Information Technology strategic direction, Ms. Feldman was asked to private meetings with a Senior Advisor in the White House (Office of the Vice President/Policy Advisor to the President), who served as President Obama's Healthcare.gov crisis leader.  


In her role as a financial services company Chief Technology Officer she leveraged business focused IT solutions to transform the company from a small entrepreneurial company to a mid-sized company with mature IT processes while managing within the critical technical limitations of a growing company.  Successfully led the team through significant change including two company acquisitions, one company split, three major system evolutions, and a new facility construction.  


Early in her executive career, Judy Feldman held the role of Aerospace Business Area Manager, leading an IT serviced based personnel organization with complete Profit and Loss (P&L) responsibility. She introduced new contracting mechanisms for a service organization including GSA schedule program execution from business acquisition to execution.  Lead strategist for capture of a $750M Army Logistics privatization including strategic planning, technical direction and collaboration with other participating companies. Established business and IT processes to lead IT to a successful ISO 9001 certification.
